Krug raises questions about public, political, and space industry attitudes towards the space program and looks for answers in metaphors from presidents' speeches, suggesting that a strong space program depends on our leaders learning to combine visions of "space exploration" and "space use" into motivating metaphors. The appendix presents a chronology in which space exploration events are followed by relevant remarks made by the president in power at the time.
